What's new for September 2020?

To improve the management of our rental stock, new provisions will apply from September 2020. These provisions relate to the rental conditions, which notably include the lease contract, flatsharing, inventory or requests for housing assistance.

Lease

To terminate the lease, a termination notice must be written and signed by the resident. Hand delivery against signature to the Rental Management Service or sent with acknowledgment of receipt.

A lease is valid for a current school year. Any request for renewal will be subject to a written request and the submission of a complete application file.

No swap of room without prior agreement from the Rental Management Service service is authorized. If you do not respect this rule, you risk immediate reinstatement in your original room, accompanied by a warning. Beyond two warnings, we reserve the right to evict you from the residence.

For short stays (less than one month), a 40% deposit must be paid upon booking (online payment), the balance at check-out.

In case of cancellation, no refund possible.

Payment

The due notice will be available on the last day of the month (30 or 31) in your online profile.

The rent must be paid between the 1st and the 5th of the following month ( for example: the rent for the period from 1st to to 30th of April will be paid between 1st and 5th of May).

Direct debit will be proceeded on the 5th of each month.

The authorized payment methods are: direct debits, transfers and credit/debit card.

No checks or cash will be accepted.

After more than 3 direct debit rejections, payment will be suspended until the end of the contract.

Each rejection of direct debit will be charged 10 € in compensation for the costs paid by Césal.

An unpaid amount of two consecutive months' rent will be declared to the CAF services.

Regarding flatsharing, a single due notice will be sent, the tenants will make their personal payment of the rent. For any payment by direct debit, a single IBAN will be recorded.

Housing assistance

To be granted housing assistance, a resident must build up a file on www.caf.fr during the month of arrival (for example: for arrival on the 27th of August, you must apply to CAF before the 31st of August to receive housing assistance from September. But if your request is made after this date, your first allowance will be paid in October).

Switching accommodation is subject to a new lease and therefore to a new application to CAF, but without waiting period this time, due to the continuity of the rental.

Please note, in the event of departure from the room during the month, rent that is not fully paid cannot be the subject of the housing assistance. Indeed, the housing assistance is only applicable for a full month.

Any regularization of housing assistance paid to Césal after your departure, will be automatically refunded to CAF on legal obligation. It is up to the tenant to contact CAF to recover what is right.

Inventory

No key / badge will be given without the presentation of a certified home insurance certificate.

In the absence of the titular tenant, a signed proxy must be sent on D-day with presentation of the identity document of the representative.

At the end of the rental, the key / badge will be returned during the check-out inventory.

Regarding flatshing, as long as the flat is not completely emptied of all personal effects, the check-out inventory cannot be carried out.

As regards the solidarity of these leases, the replacement roommates make their personal business the state in which they recover the accommodation. It goes without saying that an outgoing resident must have cleaned his room and reported any malfunction to Césal maintenance (maintenance@cesal.fr).

Key / badge

In case of loss or damage, the key is charged 100 € and the badge 30 €, with immediate payment.

No refund will be possible after declaration of loss.

Security deposit

Security deposit is returned within one month, counting from the return of the keys and without proven damage during check-out inventory. Otherwise, the deadline increases to two months.

In case of flatsharing, the security deposit will not be returned until the last occupant has left. It will only be paid to a single roommate who reimburses the others for his personal business.
